Embedded Player Colombian President-elect Alvaro Uribe is in Washington seeking greater support to end the 38-year guerrilla war in his country. Uribe takes office Aug. 7 and has promised to turn up the heat on the country's outlaw armed groups by instituting a nationwide "watch system," in which a million civilians would become the eyes and ears of law enforcement.
