Beyond Kyoto In the biggest gathering since the Kyoto climate treaty was signed in 1997, delegates are meeting in Montreal to measure the pact's progress. Delegates are also looking ahead to Kyoto's replacement. The treaty, which sets limits on greenhouse gas emissions, expires in 2012.
