Russia Liane is joined by Phil Reeves, Moscow correspondent for the London Independent newspaper, to discuss a new agreement reached in Moscow today between the Russian Parliment and the acting prime minister, Victor Chernomyrdin. Among other things, the proposal would transfer some ruling power from the presidency to the parliment, while allowing President Boris Yeltsin to retain his office until the end of his term.
