GOP Retreat It''s a mostly dispirited bunch of House Republicans who are meeting this weekend in Williamsburg, Virginia, for a three-day retreat. Their successful pushing of impeachment has not gone as well in the Senate, and many polls indicate they could pay the price in 2000. Mindful that the loss of only six seats will shift control of the House to the Democrats, they are listening to their leaders tell them that they must come up with a winning legislative agenda if they want to hold onto power.
