Gun Checks Robert talks with James Kessler, the program manager and supervisory special agent for the National Instant Criminal Background Check System at the Federal Bureau of Investigation. Kessler talks about the FBI databases used for the purchase of all guns nationwide, starting today. The background check program is required by the Brady Act of 1993. The system will replace the voluntary checks on handgun purchasers that have been used by state and local law enforcement since the passage of the 1993 act. It is projected that the number of checks performed will double, since it will require background approvals for those who purchase rifles and shotguns...consumers who were formerly exempted from the checks.
