Presidential Budget Update President Clinton offered a new version of his budget plan today, taking advantage of yet another increase in the expected surplus. The administration now believes that over the next 15 years the surplus will be ONE TRILLION dollars LARGER than previously estimated. The president says he wants to use the windfall to refinance and extend Medicare and Social Security, provide targeted tax cuts, and pay down the national debt.
