During the hottest part of the Cold War, just after the Cuban missile crisis, Kennedy proposed a change in tactics in our stance with the Soviet Union. In a speech at American University, JFK asked Americans to take a fresh look at the Soviets, and announced there would be meetings in Moscow on a test ban. This was a turning point for both sides, and laid the foundation for the first Limited Test Band Treaty.
