To be precise, it wasn't really Elmo in the red suit. It was an Elmo impersonator. He was begging with two other guys impersonating the movie character Mr. Incredible and the spooky guy from the movie Scream. They were all taken in for panhandling on the Hollywood Walk of Fame.
