As of today, California and Washington join the long list of states to ban handheld cell phone use while driving. Research says it's the conversation, not the phone, that's distracting. Do these laws really make our roads safer? Alex Cohen talks with insurance industry spokeswoman Anne McCartt, Vice President of Research for the Insurance Institute for Highway Safety.
