LOUISE KELLY: Today the Obama administration finalizes new rules today that will require the auto industry to make cars and trucks with better gas mileage. The new rules should, over the six years, increase in fuel efficiency by more than 40 percent. It's the most significant increase in standards since the '70s. The aim is to reduce environmentally harmful greenhouse gas emissions and reduce the need for oil.
