Nine Tenants To Get Luxury Apartment For $10 The nine tenants live in the East Village above a dive known as the Mars Bar. It's a 1920s building that's about to be torn down and replaced by a modern high rise. The builder has to agree to include some affordable housing. So when the new building is finished, the tenants get new luxury apartments for $10 each.
