San Francisco Considers Ban On Pet Sales San Francisco is entertaining the idea of banning the purchase of pets. The idea was to stop puppy mills. But the debate quickly turned into a discussion of impulse buying, and how some people just can't resist a cute puppy in a window. Which then, too often, end up at the pound.
