Cloudy With A Chance Of Toilet Tissue People in Northern New Jersey looked up to see long streams of toilet paper falling from the sky and were prompted to call police. A local newspaper reports that investigators eventually identified the culprit as Warren Saunders, who said it wasn't a prank. The pilot of a small plane was just doing his job: testing a streamer drop for a football game.
