So last month, I was in South America. I was in Santiago, Chile, which is a beautiful city. There are parts that actually reminded me of Beverly Hills - you know, glass towers and palm trees and a ton of shopping malls.

JASMINE GARSD, HOST:

Oh, I know. I'm from Argentina. And the shopping malls in Chile are, like, legendary.

KING: So I was driving around Santiago with Carola Fuentes. She's a journalist and a filmmaker who's done some amazing reporting on Chile's economy.

CAROLA FUENTES: OK. So now we are arriving to the Parque Arauco, which is a very, very big mall. And we are going to the McDonald's.

GARSD: So you went to a foreign country, and you went straight to McDonald's?

KING: Yes. I know. I know. It's pathetic. But I wanted to test out something that I had heard about Chile that I found really hard to believe.

What I've heard about McDonald's in Chile is that we can buy food here, and then we can pay for it in installments.

FUENTES: Right. You can pay in three installments - no interest, or you can pay nine installments with interest.

KING: I could buy a hamburger and pay for it in nine installments?

FUENTES: Right.

KING: How?

So we pull up to the window to order...

FUENTES: (Speaking Spanish). Sandwich for you? (Speaking Spanish).

KING: ...And my credit card did not work, so we used Carola's.

FUENTES: I will be paying for this interview for nine months.

(LAUGHTER)

KING: I paid her back. But this is the reason I was in Chile. It has some quirks that are just really interesting to an economics reporter. I mean, come on. They financialized the hamburger. It's like this wonderland of free-market capitalism - a rich, developed country that is the envy of its neighbors, like Argentina and Venezuela.

(SOUNDBITE OF HENRY PARSLEY AND LOUIS EDWARDS' "MYSTERY INC")

GARSD: But all this came at a real cost. And that story is one of the strangest and most dramatic stories in economic history.

KING: Hello, and welcome to PLANET MONEY. I'm Noel King.

GARSD: And I'm Jasmine Garsd. Today on the show, we go to Chile, a country that was one of the battlegrounds of the Cold War.

KING: The war between Marxism and capitalism, between dictatorship and freedom. And in Chile, there were economists on the front lines of this war. Most of them had trained at the University of Chicago. They called them the Chicago Boys.

(SOUNDBITE OF HENRY PARSLEY AND LOUIS EDWARDS' "MYSTERY INC")

KING: Jasmine, you were the person who first told me about the Chicago Boys.

GARSD: To be honest, I was a little surprised you'd never heard of them. These guys are super famous in economic circles in South America.

KING: So I started reading about them. And right away, I thought two things. I thought this might be the craziest story about economists that I've ever heard. And I thought, I have got to meet these guys. So I spent a couple of months calling around. The Chicago Boys are old now. They're in their 80s. And most of them didn't want to talk to me. They have their reasons. But then, finally, one of them said, OK.

Entrevista (ph) - elevator? This is a very nice building. OK.

And that is how I ended up in Santiago.

Three-oh-one - oh. Oh. Oh. Oh. Oh, my goodness. Hello. Your elevator opens onto your apartment. That's very nice. Thank you. I'm so sorry. These are not my clothes.

The airline lost my pack.

GARSD: The worst.

KING: Anyway.

Why don't - go ahead and tell me your name, and tell me what you do.

ROLF LUDERS: Yes. My name is Rolf Luders, and I am a professor of economics at the Catholic University of Chile.

KING: OK. So you are - you're a Chicago Boy.

LUDERS: I am a Chicago Boy, yes.

KING: Here's the story of how he came to be a Chicago Boy. In 1958, he's 22 years old, and he's just graduated from college. And he gets this really exciting invitation to study at the University of Chicago in the United States. Chicago has this scholarship program going. It's funded by the U.S. government.

GARSD: Here's how it works. Luders gets flown up to Chicago to the University of Chicago. He gets to get an advanced degree in economics or business for free. In return, he has to come back to Chile and teach what he's learned to college kids.

KING: Luders is from an upper-middle-class household. His dad owns an electronics store.

LUDERS: Like a Best Buy.

KING: And he's never been out of Chile. So when he's offered a place at Chicago, he accepts. He gets on a plane with four other young, smart Chilean guys. They land in Miami. They rent a car. They take a road trip. And they are marveling at how developed the United States is.

LUDERS: Tremendous - the buildings, the stores - a different world.

KING: This plants a seed in Luders' head. He sees that the United States has a lot of material wealth and also a lot of freedom.

GARSD: They get to Chicago, and they're given about $90 a month. And they're told, listen; this isn't Chilean University. This is going to be really intense.

LUDERS: Usually, we took off Saturdays. We would go out or whatever. But on Sundays, we would be back at the library studying, which, for me, initially, was absolutely crazy. But later on, you get accustomed to it and so on.

KING: You're like economic monks.

LUDERS: (Laughter) Yes, yes.

KING: So Rolf Luders is deep in his studies at Chicago. And while he's there, he meets a man who's going to change his life and the future of his country - of Chile, Milton Friedman. Luders remembers him as brilliant, articulate.

LUDERS: Physically very, very small - 1-meter-60 or something like this.

GARSD: That's 5-foot-2.

LUDERS: Very small.

KING: He was also very busy. Friedman was on his way to becoming really well-known for his world view - this firm belief that economic freedom and personal and political freedom go together. Free markets, Friedman thought, lead to political freedom. So bottom line, the government should stay out of the economy.

GARSD: So he'd argue that even, like, public schools are a sign of government being too big. National parks should be run by private companies.

(SOUNDBITE OF ARCHIVED RECORDING)

MILTON FRIEDMAN: The operation of the free market is so essential not only to promote productive efficiency, but even more to foster harmony and peace among the peoples of the world.

KING: Now, Luders says his relationship with Friedman was not about ideology. Luders is interested in inflation. So is Friedman. They hit it off, and Luders asks Friedman to be his thesis advisor. Friedman says OK, so Luders writes his thesis, "A Monetary History Of Chile," and he turns it in. And he waits a while, then a while longer. And finally, he asks Friedman, have you read past the first chapter?

LUDERS: And he said, you know, Rolf, there are two kinds of economists - those who write and those who read, and I'm one of those who write. So he hadn't read the rest of the thing.

KING: He was your thesis advisor and he hadn't read your thesis?

LUDERS: Well, that's the way he was, you see.

GARSD: Luders gets a degree, and he makes good on the pledge. In 1960, he goes back to Chile to teach.

KING: And it's not just Rolf Luders. At this point, there's now a whole group of Chilean men who've studied at Chicago and then come back to Chile to teach all of this economic knowledge. I asked Luders, aside from all the technical stuff you were learning, what was, like, the big idea that you took away from Chicago?

LUDERS: The system does make a big difference in the well-being of the people, you see. And so that - it is very important to have the right system.

GARSD: When he gets back, Chile is in upheaval. His country is fighting over this precise thing. What kind of economic system are they going to have?

KING: Here's what's happening. Chile is run by a tiny, elite group of people. If you're poor, you're going to stay poor. There's no such thing as upward mobility. People are fighting just to eat.

GARSD: But here's the thing. Chile is a democracy. If people are fed up, they're going to vote to change this. And that's what they do.

KING: So in the mid-'60s, the government is responding. The first thing they do is a policy that is now known as agrarian reform. The government will go to wealthy landowners and say, we're going to buy your land for a low price. We're going to put it into a co-operative, and then we're going to redistribute it among the poor people.

This expropriation causes very deep divides. Juan Gabriel Valdes wrote an important book about the Chicago Boys and about what Chile was like back then.

JUAN GABRIEL VALDES: This agrarian reform produced an enormous division in society because you had very extraordinary cases in which the son, for instance, working for the government had to decide the expropriation of the land of his parents. And this happened, in fact.

KING: This happened, in fact, that a man would go knock on his father's door and say, hey, Pop, we're giving the land to the peasants?

VALDES: Not exactly like that because that would be in a movie, but (laughter).

KING: It was one of those situations where everybody knew someone or knew someone who knew someone. Rolf Luders had a friend from the University of Chicago, a fellow Chicago Boy. This guy's dad dropped dead of a heart attack when the government came to take his land.

LUDERS: Of course, they felt that this was very unjust.

GARSD: This is a very heavy time. The fight over land reform is pushing people further to the left and the right. And this environment provides an opening for a leftist politician, Salvador Allende. Salvador Allende is a complicated man. He's a Marxist who also loves the good life - wine, art, nice clothes.

KING: Allende is also appalled at the conditions that poor Chileans are living in. And he's been running for president for, like, the last 18 years, talking about his socialist vision for Chile. And he keeps losing.

GARSD: Like any good politician, he's got an issue - the copper industry. Chile's got tons of valuable copper, but the U.S. owns huge stakes in the mines. The profits are mostly going to Americans, and he says that isn't right. If I'm elected, I will make those profits go back to Chileans.

KING: And it resonates. People get riled up. Allende even gets his own bard, a folk singer named Victor Jara, who's this handsome guy from a poor peasant family who writes these beautiful tunes.

(SOUNDBITE OF SONG, "MANIFIESTO")

VICTOR JARA: (Singing in Spanish).

KING: "My guitar is not for the rich - no, nothing like that."

(SOUNDBITE OF SONG, "MANIFIESTO")

JARA: (Singing in Spanish).

KING: "My song is of the ladder that we're building to reach the stars."

He's like Chile's Bob Dylan.

GARSD: Like a Woody Guthrie.

KING: Fair enough.

Now, all of this is going down during the Cold War. In the United States, Marxism is seen as the most sinister force in the world. Capitalism is what we like. Capitalism is the thing that keeps us free. So President Richard Nixon, who hates communism, tells the CIA, whatever you've been doing in Chile, do more of it.

GARSD: And it's classic CIA. Allende's running for president, and the CIA funnels money to his opponents, pays for a massive propaganda blitz - leaflets, pamphlets, radio shows. One of the big moves is fearmongering. They compare Allende to Fidel Castro.

KING: And Castro and the Cuban revolution really are on everyone's mind. Rolf Luders, the Chicago Boy, is still in academia in Santiago. He's a dean now. And he is starting to worry that Chile is on the verge of a revolution like Cuba's. Then one day, with the big presidential election coming up, one of his grad students comes to him and says, listen, man; I need to talk to you. This kid is a leftist.

LUDERS: He said, Rolf, we are going to get into power. And when we get into power, you and all your friends are going to be in trouble. And I suggest you leave the country.

KING: Did he say what would happen to you if you didn't?

LUDERS: No, he didn't. But at least, I wouldn't have a good time.

GARSD: Luders gets out. He takes a job in Washington, D.C. And the kid was right. Allende overcomes all of the meddling and wins the election.

KING: Marxists are euphoric. This is their revolution. But if you are middle- or upper-class, this feels like the end of the world.

GARSD: And Allende makes good on his promise. He starts nationalizing right away. He nationalizes banks, textile plants, cement plants, a big brewery.

LUDERS: The government nationalized a large number - about 500 large Chilean corporations, you see.

KING: Five hundred?

LUDERS: About 500, yes. So most large companies fell into government hands.

KING: Including American companies. Allende goes ahead and nationalizes the copper industry like he promised. Hundreds of millions of dollars of U.S. investment - gone. This is bad for business. It is straight bad business. There's confusion. There are strikes. Output plummets.

GARSD: And he also makes good on his promise to help the poor. He gives free milk to all young Chilean kids. He orders pay raises for blue-collar workers. And he creates a ton of government jobs. But he has to pay for all this. Allende is printing money.

KING: Right. Chile has been dealing with inflation for years. But now inflation is staggering. It hits 700 percent. Chile's economy shudders.

GARSD: This whole time, President Nixon is doing whatever he can to undermine Allende. There's this recording of him in the Oval Office talking about Chile. And he says - and this is a quote...

(SOUNDBITE OF ARCHIVED RECORDING)

RICHARD NIXON: All's fair on Chile.

GARSD: ..."All's fair on Chile."

(SOUNDBITE OF ARCHIVED RECORDING)

NIXON: Kick them in the ass.

GARSD: "Kick them in the ass."

(SOUNDBITE OF ARCHIVED RECORDING)

NIXON: OK?

GARSD: "OK?"

(SOUNDBITE OF ARCHIVED RECORDING)

UNIDENTIFIED PERSON: Got it.

KING: It's very Nixonian.

GARSD: Yes.

KING: Anyway, he cuts off loans and foreign aid grants and credit to Chile. And then, so does the World Bank.

GARSD: Chile's economy is gasping.

KING: And then come the shortages. Allende's government fixes prices. It tells food producers, you can only charge so much for things like rice and wheat and noodles. Well, they can't earn a profit, so they stop producing food.

Rolf Luders is living in Washington during this period, so he didn't see much of this go down. So while I was in Santiago, I went to see Patricia Arancibia Clavel.

PATRICIA ARANCIBIA CLAVEL: Yes.

KING: Tell me a story.

JONAS ROMERO: (Speaking Spanish).

ARANCIBIA CLAVEL: (Speaking Spanish).

KING: She's a historian who has written a lot about the Chicago Boys and is friends with some of them. I asked her to tell me what it was like back then.

Did she ever have trouble buying anything during this period?

ROMERO: (Speaking Spanish).

ARANCIBIA CLAVEL: Oh, yeah. Yeah.

KING: Tell me.

ROMERO: (Speaking Spanish).

KING: That other voice is Jonas Romero, a young local journalist who is interpreting. His editor said that he could work with me for a day to learn something about Chilean history. Anyway, in 1972, Patricia is a teenager. And she's getting up at 6 a.m. to stand in lines.

ARANCIBIA CLAVEL: Yes.

KING: To buy food?

ARANCIBIA CLAVEL: Food, cigarettes, wine, (speaking Spanish).

KING: Toilet paper?

ARANCIBIA CLAVEL: (Speaking Spanish).

KING: There's no sugar, so people start putting candy in their coffee - if they can get coffee. And they hoard food. And that leads to even more shortages.

ROMERO: There was a point in about 1972 where the only food that you could buy was Chinese pig meat.

ARANCIBIA CLAVEL: (Speaking Spanish). Pig, pig.

KING: Oh, canned pork.

ARANCIBIA CLAVEL: Yes.

ROMERO: Canned pork is similar to Spam where you...

KING: Yes, Spam from China.

ROMERO: (Speaking Spanish).

GARSD: Patricia's family is right-wing. She comes from a military family. And she joins a militant, radical right-wing group called Patria y Libertad - Fatherland and Liberty. And she goes out into the streets.

ARANCIBIA CLAVEL: (Speaking Spanish). I don't go to the class.

KING: You went into the street?

ARANCIBIA CLAVEL: In the street. (Speaking Spanish).

ROMERO: In the year '71, there was a very important and big protest called the Protest of the Empty Pots.

ARANCIBIA CLAVEL: (Vocalizing). (Speaking Spanish). (Vocalizing).

KING: 'Cause there was nothing in the pot.

ROMERO: Because there was nothing to put in the pot.

KING: In the pot. Did she bang the pot?

ROMERO: (Speaking Spanish).

ARANCIBIA CLAVEL: Oh, yes. (Speaking Spanish).

GARSD: A few months later, things get worse. In October of '72, truckers organize strikes across the country.

KING: We now know that the CIA was paying people to support that strike.

GARSD: It's huge. Everything in Chile moves on land. The country is paralyzed. Work shuts down. And again, people go out into the streets.

KING: Patricia is out there, too, of course. And she comes across a group of leftist men beating up a right-wing guy. So she starts talking smack to them, and they come after her.

ARANCIBIA CLAVEL: (Speaking Spanish).

HONAS ROMERO: And suddenly, some of these attackers said, it's a woman. Call a woman.

ARANCIBIA CLAVEL: (Speaking Spanish).

KING: Ah.

ARANCIBIA CLAVEL: (Speaking Spanish).

ROMERO: This woman went to Patricia and grabbed her hair, started to pull in around her, giving her scratches. She's still, to this day...

ARANCIBIA CLAVEL: (Speaking Spanish).

ROMERO: ...Had a - has a scar.

KING: Oh, my God. I see that.

ARANCIBIA CLAVEL: (Speaking Spanish).

KING: That's a real scar. What did that? What did she - a razor?

ROMERO: No, it was a woman. So...

ARANCIBIA CLAVEL: Woman.

KING: She bit you?

ROMERO: (Speaking Spanish).

ARANCIBIA CLAVEL: Si, si.

KING: She bit you?

ARANCIBIA CLAVEL: Yes. (Speaking Spanish).

ROMERO: She says that that was nothing. It was so natural, so normalized that...

ARANCIBIA CLAVEL: (Speaking Spanish).

ROMERO: So you leave in your house in the morning, but you didn't know if you were going to get back.

(SOUNDBITE OF ELMORE KING, TOBIAS MACFARLAINE AND WAYNE ANTHONY MURRAY'S "DON'T CRY TO ME")

KING: The right and the left are both radicalized now.

GARSD: Allende gets on the radio, and he warns of a civil war. He declares a state of emergency in Santiago. And he puts an army officer in charge of keeping things calm - a general named Augusto Pinochet.

(SOUNDBITE OF ELMORE KING, TOBIAS MACFARLAINE AND WAYNE ANTHONY MURRAY'S "DON'T CRY TO ME")

KING: After the break, the Chicago Boys come up with a plan.

(SOUNDBITE OF ELMORE KING, TOBIAS MACFARLAINE AND WAYNE ANTHONY MURRAY'S "DON'T CRY TO ME")

KING: (Speaking Spanish).

LUDERS: OK. (Speaking Spanish).

KING: (Speaking Spanish).

One afternoon, Rolf Luders and I got in a taxi. And we drove to Providencia, which is this rich old neighborhood draped in trees.

LUDERS: (Speaking Spanish). Because it would - (speaking Spanish) - yeah, that's it.

KING: We loitered outside of a pretty white brick house, and he pointed to a window up on the second floor.

LUDERS: That's where the Brick was written. That's where the Brick was written.

KING: The Brick - with the economy in freefall, some of the Chicago Boys - some of this small group of economists who know each other from the University of Chicago, they start meeting in a room in this house. They sit around a table, and they hash out an economic plan for their collapsing country.

GARSD: They're like doctors writing a prescription for a sick patient - drink more water; eat more fiber; unfix the prices; stop printing money; cut tariffs; let inefficient industries die. The manuscript gets so big, someone starts calling it El Ladrillo (ph), the Brick. The idea is they're going to offer it to whatever government comes next.

LUDERS: They would offer the program to any government who succeeded Allende.

KING: While we're sitting outside of that white house, Luders tells me this. The economists were up in one room. But in another room, there are the offices of a magazine that has links to a conservative newspaper called El Mercurio.

GARSD: The CIA is paying that newspaper to churn out editorials about how Allende is making a mess out of the country.

KING: So of course, you wonder. Did the CIA pay for the Brick?

GARSD: There are these old, declassified CIA files from the time. They mention collaborators working on an economic plan, but they don't name any names. So we might never know.

KING: That said, the world of Chicago-educated economists and spies and journalists being paid by spies is a small world. Someone in Chile's military knows that these guys are working on a plan to fix the economy. Luders says when the military hears that, they decide it's time to move.

LUDERS: The military probably would have not taken over government if they didn't have a program.

KING: Had the military seen the Brick in advance?

LUDERS: No, they haven't. They hadn't.

KING: But they'd heard?

LUDERS: But - yes. And so...

KING: Oh, my God.

LUDERS: So there is a relationship between the Brick and the military coup in the sense that the military coup would not have taken place that day, let's say, or at that time if it wouldn't have been for the Brick. Right?

KING: On September 11, 1973, Chile's military launches a coup. And one of these men who slides in between the worlds of military and propaganda takes the Brick, fires up a mimeograph machine and starts cranking out copies. By the next day, the military will have the Brick in their hands.

KING: On the next episode, the Chicago Boys get their shot at fixing Chile's economy. There's a coup, a capitalist revolution and the end - for a time - of democracy in Chile.
